GMSK (D-STAR) VETTING KEY

Digital Smart Technology for Amateur Radio is the JARL-created open standard for digital amateur communications.
Interest has been high and despite only ICOM selling repeater equipment currently, a number of interested UK amateurs
have applied for repeater license NoV's.
This page gives the current situation in respect to GMSK Digital Voice Repeaters (DVR), sometimes referred to Digital Voice Nodes and the role of the ETCC.

how to apply

The e1 form should be used in the same way as for analogue repeaters. It is based on the widely used Microsoft Exceltm 97 format.
The current version only should be used and can be obtained here.
Note that ETCC Regional Managers have been instructed NOT to accept old versions of this form!
Save the form to your own PC using a file name that includes the callsign of the repeater and complete every field.
After the form has been completed send it to your ETCC regional member for vetting, details can be found here. The contacts PAGE contains a form which will allow you to send the application as an attachment.
For D-Star do not suggest a channel/frequency, select the DIGITAL option for the band concerned. The ETCC will manage the frequency allocations.
  As DV hot spots are simplex devices for local coverage the Effective Radiated Power (ERP) will be restricted to 7dBW (5 Watts) on 2 metres (unattended operation permitted) and 10 dBW (10 Watts) ERP on 70cm.
It is possible at present to apply for attended only operation on 70cm, unattended operation may be possible in the future subject to frequency clearance via Ofcom/PU
Note callsigns for DV hotspots are MB6xx for unattended operation, whilst attended only will be issued with MB6Ixx

The ETCC have agreed that proposals for GMSK nodes in this band can no longer be recommended to Ofcom unless the proposal incorporates a plan to either:
a) close down an existing repeater in the area, replacing it with a digital node at a location which retains the same general coverage characteristics.
b) or convert the repeater to dual mode working.
Dual mode working in this context means analogue and digital operation on the same site using the same frequency.

70 cm

For the 70cm band frequencies have to be cleared with the Primary User and then assigned as a 439/430 MHz pair.
Expect delays as this frequency clearance stage has to be requested with the primary user.

23 cm

At this time there are no agreed channels in the amateur 23cm band plan. This situation is under review and it is hoped that progress will be made to resolve this situation.
