This page gives an explanation of the various keys and terms used in the main vetting page.
Hopefully it will help to explain the various stages in the vetting and licensing process.

| START HERE | In 2005 it was agreed that the e1 form would be the accepted medium of application. It is based on the widely used Microsoft Exceltm 97 format. The current version should be used and is obtained from this web site: click here Save the form to your own PC using a file name that includes the callsign of the repeater and complete every field. (Click here for alternative form for applicants with disability or who cannot manage Microsoft Exceltm) After the form has been completed send it to your ETCC regional or specialist member for vetting, details can be found here. The contacts PAGE contains a form which will allow you to send the application as an attachment. |

| with Reg.Mngr | This should be the date entered in 6.6 of the e1 application form and is the date when the applicant has submitted his/her proposal to the ETCC. Note that tentative enquiries and "letters of intent" stage may not be recorded. It is stressed that an application shown at this stage may NOT have been approved or adopted by the ETCC, just that it has been received. Details may be entered on this web site if the ETCC member passes on the information. |
| with Prop.Mngr | This will be the date entered in 6.8 of the e1 form and by this stage the application will have been adopted, approved and passed for processing into the licensing stage by passing to the ETCC Proposals Manager. If not already done, a web page on this web site will be created for the proposal, and the ETCC Regional Manager will be content with the application. Occasionally the ETCC Proposals Manager may not accept the application and return to the regions if it has been inadequately completed or data is missing. |
| sent to Ofcom | This is a two-stage process. The ETCC Proposals Manager will email a "pack" containing the e1 application form, the predictive coverage map and any supporting documentation to Ofcom, for example support documentation, and copy of the Keeper's Licence Document. At the same time the Proposals Manager will email to the applicant a pdf file of the Site Clearance Form with instructions to check this over and if content to forward it with a note of authorisation to Ofcom. |
| SCF RX Ofcom | This will be the date (as advised by Ofcom) when they receive the Site Clearance Form from the prospective Keeper with his/her covering note of approval.
This is the date that will start the licensing clock ticking as Ofcom will only start dealing with the proposal once this stage is reached. |
| clear Regions | The Ofcom Regional Offices is a co-ordination stage involving a 28 day period when regional offices of Ofcom are given the opportunity to examine the application and make any comments. The "due" date or the actual date of the end of this co-ordination period will be shown as advised by Ofcom. If no date is shown it may not mean there is a delay, sometime Ofcom are slow in notifying the ETCC of progress. |
| clear PU(1) clear PU(2) | For bands in which radio amateurs have secondary user status, most noticeably 70cm and 23cm, the Primary User, most likely the MoD or CAA are notified of the proposal and asked to approve. There is no service level agreement with these organisations so response times may be as quick as same-day to several months as it depends on their goodwill and availability of manpower. In the case of 70cm applications (wide-spaced channels) where there are special difficulties, ETCC and Ofcom will attempt to pre-clear channels before submission in an attempt to avoid kick back at this stage. Unfortunately no guarantees of time scale can be given at this stage in the procedure. |
| NoV Issued | This will be the date Ofcom issue the Notice of Variation to the Keeper and the Repeater can become operational. Note that is it expected new units should commence service as soon as possible after this date. Most do so, but in some cases Ofcom will allow up to 3 months before reversing the Notice of Variation and the application fails. Please do not apply for a repeater/node unless you are confident of being able to see the project through to completion. |
| months so far | The clock will be started once the Proposals Manager has accepted a valid and completed application. Up until that time there will be dialogue between the ETCC and applicant and the application may fail. |
| Note that in the case of Digital Voice Repeaters (D-Star) the normal e1 application process should be used. For the 70cm band it also means that Ofcom treat them differently through the application process, using the extant "block clearance" agreement. | |
